Broadfields, Headstone Lane
Ref P/0170/12; a request for an Environmental Impact Assessment scoping opinion for use of 2.2 hectares as a site for touring caravans and camping (75 pitches) and ancillary development (office, toilet blocks, hardstanding). Part of the rest would be retained for pavilion and field sports.
This is not an application for development but a request to the Local Planning Authority for its opinion under The Town and Country Planning (Environmental Impact Assessment) Regulations 2011.
We understand from the Planning Department that "In most cases where a scoping opinion is requested, the intention is to submit a planning application" and "there is no obligation at this stage ... to consult neighbours" but this would be done were an application to be submitted.
The site is on Green Belt land. Special restrictions apply to development.
We have advised the Planning Case Officer that the postcode for this and several previous applications for this site are incorrectly shown as HA3 6NN - it should be HA2 6NN.
We also noted that the site address is shown as "Entrance Between 220 And 230 Headstone Lane" rather than "Broadfields".
As postcode and street name are two of the three main quick search methods, this makes the application history for the site difficult to track down.

Outline Planning application P/3405/11 for the Kodak and Zoom Leisure sites.
Land Securities is the company behind the development plans. They say:

* the masterplan ... creates a significant amount of green space
* there will be a mix of family houses and apartments
